My Puppy still won't walk!!

I could really use some advice. I've been trying to take Lola for a walk for about a week now. She's 11 weeks old. When she's on grass, she walks fine, but as soon as we go onto concrete (ie the pavement), she sits down and will not move. We've tried coaxing her with treats etc, but we are literally...

Well, we still haven't got much further. We're taking Lola out a few times a day. She'll walk fine on the grass, but as soon as there is pavement, she sits down and won't move. All my neighbours thing its hysterical! Guess I'll just keep going for a 'drag' instead of a walk for a bit longer!!!! :lol:
